Friends, Family, and Neighbors,
Thank you all so much for calling your congressional representatives to support HR 249 that will restore protections for our nation’s wild horses and burros that was deceptively removed in 2004 by former Montana Senator Conrad Burns in the FY 2005 appropriation bill. Congressman Rahall did an outstanding job arguing for the bill especially when you consider that the opposition waited until the bill was presented to Congress on Thursday to spring poison amendments onto the bill whose intent was to absolutely, positively, cause the bill to fail.
To read the full debate from the congressional record click on below: It starts on the lower right hand page H4180 to H4192 and contains all the voting records.

Congress had to vote three times, twice on the two poison amendments until finally the HR 249 was cleared for an honest vote. Most of congress was clear on their intent to vote for or against the bill. Those in opposition voted for the killer amendments and against HR 249 and those that supported the bill voted against the two killer amendments and for HR 249. HR 249 survived easily, both amendments were defeated, and it passed by an overwhelming majority 277 Yes and 137 No.
I am disappointed to report that my own representative, Congresswoman Gabriele Giffords, AZ District 8, in which most of us belong, voted both for the killer amendment and when it failed, voted in support of HR 249. I know a lot of us are confused by her vote since those of us who called her office were told she intended to vote for HR 249. Why she would vote to kill the bill first is bewildering to say the least. For those of you who signed the more than 200 letters delivered to her office asking she support this legislation I can appreciation your cause for concern. Gabriele Giffords was one of only two democrats in the entire US Congress to vote for the killer amendment and then turn around and vote for HR 249. She was the only Arizona Democrat to vote for a killer amendment and only 1 of 26 democrats in the US Congress to vote for the poison amendment. If the amendment had passed, HR 249 would have failed.
If you are as disturbed as I am about her voting record on HR 249, I encourage you to call her office or email her at;
